The media has had a field day with Budget 2023, commending the Minister of Finance for doing ‘the best he could in difficult circumstances’ and going gaga over the occasional income tax concession, most notably the R15 000,00 rebate offered to individual taxpayers for solar panel installations in the 2023-24 tax season. Corporate commentary on the budget was upbeat too, as South Africa Inc remains unwilling to criticise government, even when such criticism is deserved and overdue. Fortunately, there are a handful of analysts, economists and market commentators who call it as they see it.

The LOL (laugh out loud) moment at a recent PSG Think Big webinar occurred when this writer reviewed an artificial intelligence (AI) transcript of proceedings. This particular AI is reasonably good at converting voice to text, but you have to double check its outcomes or run the risk of making some hilarious and / or serious reporting errors. In this case, the AI botched the South African Revenue Services (SARS) commissioner’s name, rebranding Edward Kieswetter as Edward Kiss-better. Hence the laugh-a-minute headline which introduces today’s article, with our unreserved apologies to Mr. Kieswetter for any offence caused. Sticking with this comedic theme, our friendly AI also tripped up over the word ‘government’, replacing it with ‘devil’ at its first attempt. Who would have guessed; no apologies from the writer for this mislabelling.

A couple of years ago, South African retirement savers were biting their fingernails in fear that government would make a grab for some of their hard-earned pensions. The threat of prescribed assets sullied the retirement funding industry for months with the prospect of legislation being introduced to ‘force’ retirement funds to invest a portion of their assets in government debt or state infrastructure projects. Fortunately, common sense prevailed and National Treasury’s eventual amendments to regulation 28, in effect from January 2023, were far more palatable.
