If you interrogate South Africa’s financial services regulators about their narrow and near-obsessive focus on capital adequacy, they would perhaps counter that their oversight and corrective actions are carried out ‘within the ambit of the prevailing legislation’ and that the ultimate aim of any intervention is to protect consumers. Ironically, by the time the dust settles on the latest Council for Medical Schemes (CMS) intervention in the medical schemes environment, we could have 20 000 odd medical aid members without a home.

Violent contact crimes such as common assaults, hi-jackings, home invasions, murders and rapes are so commonplace across South Africa that the country’s law-abiding citizenry hardly react to the daily horror stories. Echoing the famous line from an equally famous ‘Pink Floyd’ classic, one might say: “I [we] have become comfortably numb”. And it is just as well, because comfortable numbness is the only way to navigate headlines such as ‘Film crew attacked, several women reportedly gang-raped in West Village’ or ‘Eight models shooting music video [gang] raped on the West Rand’. There are no words that can be written to ease the victims’ pain.

The recent mutterings by the department of mineral resources, since seconded by the country’s president, that Eskom 2.0 is a perfect counter to South Africa’s electricity woes should have sent the local citizenry into a Sri Lankan style frenzy. Alas, cowered as we were from week-upon-week of Stage IV and worse loadshedding, we hardly noticed.
