The latest wave of rolling blackouts is not only costing the economy untold millions; it has also shaken the South African business community to its core, as the realisation has dawned that we do not really know the full extent of the problem, and therefore what we should expect. Nor do we know whether the situation is being dealt with in such a way as to minimise the effect on the economy, or – as often seems more likely – whether the authorities’ reactions are ad hoc and unscientific.
