Dr Sipho Kabane has been formally appointed Chief Executive Officer and Registrar of the Council for Medical Schemes (CMS) after acting in the position for a year.
“The Minister of Health, Dr Aaron Motsoaledi approved the Council’s recommendation to appoint Kabane as CEO and Registrar. The appointment of Dr Kabane comes at a critical time in the history of the CMS, and it is our belief that it will help to bring stability to the organisation”, said Dr Clarence Mini, Chairperson of CMS.
Reacting to his appointment, Dr Kabane said: “It is an honour for me to serve the organisation as Chief Executive and Registrar. As a regulator we have our work cut out for us, and going forward, we need to all work together to ensure that the interests of the members of medical schemes are protected, and that we provide regulatory supervision in a manner that promotes a sustainable industry. As a team, we have a big role to play in the country’s transition to the provision of universal health cover for all.”
Dr. Kabane joined the CMS as Senior Strategist in July 2016. At the beginning of 2017 he was appointed to serve as Acting Registrar. Prior to joining the CMS, Dr Kabane ran his general medical practice for over 11 years in the Free State Province. He then served as a General Manager: Academic Health Services for six years; and later as Deputy Director-General: Clinical Health Services for three years. This was followed by a tenure as Executive Manager in the National Department of Health; and the Limpopo Department of Health, respectively. He later served as the Technical Consultant for the “Ideal Clinic” project at the National Department of Health.
Dr Kabane holds a Bachelor of Science degree majoring in Chemistry & Mathematics, minor in Biochemistry & Physics, obtained from the University of Fort Hare. He also obtained his MBChB from the then Medical University of South Africa (Medunsa); an MBA from Heriot - Watt University (Edinburg Business School) in the United Kingdom; a master’s degree in Economic Policy from the University of Stellenbosch; and a PhD in Health Systems from the University of Pretoria.
Dr Kabane has vast experience as a Senior Health Manager with an outstanding record in managing province-wide health service provision with a focus on quality, reform and continuous improvement, including the management of diverse and multi-disciplinary teams; as well as the financial and operational aspects of health departments. He has a strong understanding of economics and its effect on health services; and is an active member of numerous committees contributing to the health and wellbeing of communities and individuals.
